Converting projections

Hi, I have a program (GE2KAP) that creates navigation charts (.KAP format) from Google earth or SasPlanet. But I have a problem that I am unable to solve and hope the SasPlanet experts could help:

The problem is if I create a chart from a Map that is in one projection (like Bing in Spheroid projection=1 ) and it has a layer that is in another projection (like Yandex in Ellipsoid projection=2) how do I adjust the layer so that is in the correct position on the Map? If you could point me at some code I would be most grateful.
